Proposed 2010-2014 Five Year Consolidated Plan and

Proposed 2010-2014 Five Year Consolidated Plan and2010 Annual Action Plan  Notice of Public Hearing and Request for Citizen Input For Affordable Housing Needs of the 10-County Region 

The HOME Consortium is preparing their 2010-2014 Five Year Consolidated Plan and 2010 Annual Action Plan as required by the U.S. Department of Housing & Urban Development.  The Five Year Consolidated Plan and 2010 Annual Action Plan is prepared in order for the Consortium to receive HOME Investment and Partnership Program funds for the period of October 1, 2010-September 30, 2015.  These funds may be used to support the rehabilitation, purchase, and new development of affordable housing opportunities for low-income residents within the 10-county region.  The Five Year Consolidated Plan is the application and planning document that details how the Consortium will expend the funds.

2008 Supplemental Disaster Recovery Fund
 

Applications are now being accepted for rehabilitation of residences damaged by Hurricane Ike.  These funds are in the form of a grant and cannot be utilized to cover repairs that were previously paid for by FEMA, Small Business Administration, Insurance or other sources and not carried out.  These funds can be used to address repairs not covered by other sources including repairs that funding was insufficient to cover complete repair.  This is not a reimbursement program and funds will be administered and contracting will be overseen by Texas Department of Housing and Community Affairs (TDHCA) through the Brazos Valley Affordable Housing Corp (BVAHC).  Eligible applicants must fit the following criteria.

  1. Household Income (must be at or below 80% of area median income adjusted for household size)
  2. Property must be owner occupied (Evident by deed records in applicants name)
  3. Proof of Ike damage (FEMA, Insurance, SBA or other approved third party)
  4. Current on property taxes, have approved deferral or current on payment plan 
  5. Residence cannot be located in designated flood plan

Applications will be accepted for a 30 day period ending on Wednesday January 6, 2010 and may be extended in increments of 30 days with or with out additional public notice.    Multifamily residences having at least 5 or more units may also be eligible if they meet all the above criteria with amendment to item # 1 as follows (50% or more units are restricted by deed to 80% or less of area median income adjusted for household size). Minimum unmet repairs needed for single family homes must be at least $5000 and max of $24,999, repairs above this amount may be considered under reconstruction or rejected.  Participation n this program is voluntary and any temporary relocation by owner occupants will be at the sole expense of the owner occupant.
